Barbara Cheadle is a founding member/officer of the National Organization of Parents of Blind Children; president since 1985. Married to John Cheadle, three adult children: John Earl Rich (a minister), Chaz Cheadle (adopted blind son, an educator for the Living Classrooms Foundation, Baltimore), and Anna Hughes (writer, lives in England). Founding and only editor of Future Reflections, the NFB Magazine for Parents and TEachers of Blind Children (founded 1981). Joined the NFB in 1975 in Nebraska.

Worked as a rehabilitation counselor and teacher for the blind in Nebraska in 1974-1978. On the board of the Friends of the Maryland Library for the Blind and Physically Handicapped. Serves as an Elder of Christian Temple, a Christian Church (Disciples of Christ) congregation in Catonsville, MD.
